delete "forum" in navigation manager
 
I accidentally delete "forum" in navigation manager..., because theres many link and menu i cannot make this manually...

so how to restore this ?

I think you can just use the Add Tab button, and use forum.php{session.sessionurl_q} as the target url. Use Forum for the title (of course), set Active to yes, and the original had 30 as the display order. I think you can leave the other settings at the default.

but the original "forum" navigation had many menu and links, when i try to make this manually the links and menu isnt always showing like the original....

is there any way to restore the original..., i try to upload navigation-manager.xml from instal directory in product manager but failed

You would need to re-add them all manually. I would install a totally default vbulletin on localhost (or as a test site) and get all the information from there.

oh, right, I forgot about those. Probably what Lynne suggested is the best thing, although it's kind of tedious.

I can give you the info for each link under forum tab via skype if you cant put up a test site or I can do it for you for a small fee

There should not be any option to do this in the navigation manager.

Its quite possible you can recover it, depending on what you did.
By default, when you delete an element in the manager, its not physically removed, but simply marked as deleted, so you could run a query to reset the status of it.
