Requirement Notification when creating a new thread

I am looking for a mod that when a member post a new thread in a specified forum, they receive a notification saying...

I'd prefer a post in the thread from a moderator of the specific forum.

Should be fairly easy to make this with the use of https://vborg.vbsupport.ru/showthread.php?t=102418

Then just add a check for the forumid and retrieve the threadid.

Where do I put that code?

Also, I seen that is a vB3 article. Will it still work for vB4?
