How do i edit new user registration agreement?

When a new user registers on a VBulletin 4.2.2 forum/ site, theres a agreement/faq

How to/where is the file for that? I have a list of "Rules of the board" that I would like to show there

1.) ACP --> Languages & Phrases --> Phrase Manager

2.) Search in Phrases

3.) Search for Text: forum_rules
select radio button: Phrase Variable Name Only
