What is tapatalk en can i download it on vbulletin?

No you'd need to sign up to tapatalk itself, then add your forum with them etc

Ok i have download it on http://tapatalk.com/activate_tapatal...ugin=vbulletin

now i havve imported in admincp en upload the files in ftp what now?

You need to add your forum to tapatalk via the members area, then upload the folder to your forum, run the XML then check all the settings in ACP
