New Thread Text Editor Not Showing

Hi There Im From TURKEY.

Sorry for my bad english.

I have a problem, when i starting a new thread text editor is looking disabled or not showing after the F5 editor is showing

What version of PHP?

Try this:
1.) ACP -> Maintenance -> Clear System Cache
2.) ACP -> Maintenance -> General Update Tools -> Rebuild Styles
3.) Clear your browser cache.
