Thread prefix only for admin

I enabled thread prefix only for admin group, but every other group didn't see the prefix drop down in creating a new thread, yet VB was giving off an error to them that they are required to select a prefix. Can someone clarify on this?

Then set Forum Manager > edit forum > Require Prefix to No.
