Is it possible to give Moderators access to admincp but limited?
 
I would like to let my moderators 'Send Email To Users' and a couple other admincp features without giving them full access to the admincp.

Is it possible to select only certain features for them to access?

Not with default settings its not. But this is for a normal mod you could try it https://vborg.vbsupport.ru/showthread.php?t=310271 have not myself so not sure if it's what you need
