CMS Permissions

No matter what I do for some reason I change the permissions for my CMS and they don't obey them, my unregistered and free registered users can not see the cms page any of them even thou I have permissions set so they can, Ive disabled cms until I can figure it out, also I noticed no way to delete categories I can only change the names? Was think starting from scratch in cms would work, but can seem to even delete what I have there, lol - Please advise.

Edit the section and set Show on Section Widget to Yes.
