What I mean is how the thread is displayed like that, rather than the default vBulletin layout.

That is in, ACP --> Settings --> Options --> Style & Language Settings, set the setting Use Legacy (Vertical) Postbit Template to No.

Need CSS basic and any changes in your template so you can make that.
you need to style for user title, avatar, user rank and change icon status to make look like your picture.
