Update counters

I am not sure this function exists in 4.2.1 as I can't find it. I am not even sure what the function did anyway.
What does one do if one needs to restart the dates for articles? Is this a possibility?

Example:
An article started 2 weeks ago, can be republished/ restarted to show the new date.
