How do I use the 'Manage Attachments' function vbulletin.org uses

I would like to use the 'Manage Attachments' format that vbulletin uses rather than the default 4.2.2 sets up.

Is there a way to change the popup type for 'Insert Image'?

The interface isn't very good. I think the Upload (Files) 'button' is too ambiguous as it doesn't even look like a button.
