I do not know what that is an image of - some PC browser thing? But, I don't understand the problem - you can't download attachments or they are downloading slowly? If it is a speed issue, that is a matter of either your server or your internet connection.

Your best bet would be to contact your host if it is a server issue, they would know best, due to the many various server configurations out there.
