So basically I have this Category in my forum which I want my users to see a thread I posted in it, but not other people threads.

Basically it's a report bugs section and I was hoping that they can see the format/layout before posting so just wanted to let them see my thread, but not other people's thread.

Any modification for this?

Easiest way would be to set usergroup permissions so that users cannot view others thread nor respond to others threads and use an announcement in that forum to show the layout you're looking for. No hacks or other modifications required.
