how to moderate only threads (not posts)

hi
i need to moderate new threads of users.but i dont want to moderate posts
how to do with any mod or way ?

but i just want to control users when they register, and after few threads i leave them free
just like what we did when move users to a new user group after few posts

You would need to see if there is a modification for that as it isn't in the default software to only moderate topics from new users.
