Enhanced Interface

How does one enable 'Enhanced Interface - Full WYSIWYG Editing as default for all users?'
Currently the user has to switch this over themselves..

In profile / settings. Default is standard editor..

@DiscoDave kindly pointed out the correct method to alter newly registered users. For existing users use the following query:
Admin CP -> Maintenance -> Execute SQL query: Show Enhanced (WYSIWYG) Editor Toolbar
