Getting COPPA registration - it's not turned on
 
Recently (after my upgrade to 3.7.7), about 90% my new registrations are now being placed in the (COPPA) Users Awaiting Moderation user group instead of the Users Awaiting Email Confirmation group.

I've have all the COPPA settings turned off in the User Registration Options:
COPPA Registration System - disable
COPPA Registration System Cookie Check - checked the NO button

and

Moderate New Members - checked the YES button

This shouldn't put anyone in (COPPA) Users Awaiting Moderation user group, right? :confused:

Any thoughts?
