Is there anyay I can make it so when the server load reaches a certain point, it will deny guests access to the forum, but still allow registered members in. I see in option in the Contraol panel to deny everyone, but I think it would be good to allow members and deny guests as an option.

There's currently no way to do that. This would require would need a hack.
