Level 1 and above can download documents from this section.5 Post required to become Level 1 User.

and each user has credits got by posting to download or access special forums

They probably just use Promotions to move users to a Level 1 usergroup after they have made 5 posts. And then they set that forum up so that only Level 1 users may download attachments. All default functions.

what about making ctedit system to get access to access attachments to force users to post?

You're forcing users to post to get to the next promotion which will move them usergroups to a usergroup that has permissions to download the attachment.
