Open a Webmaster site ?

I have a question. For example..I want to open a webmaster site which contains plugins and themes of vbulletin for free and helping desk.

Is this allowed ?

You are not allowed to redistribute the mods or themes that are here- but nothing stops you from creating your own themes or mods and releasing them on your own site- or having friends release mods/themes they themselves created.

I know this, and i would not do something like this anytime. I want to know, it is allowed to open a webmaster site, on which the people can talk about vbulletin and ask questions and so...?

Yes, there are many such sites already, you are free to make your own.
