Ice killing my ISP?

My web site is crawling something pitiful today!
Could it be the severe cold and ice that's affecting it?

*Title should really be about my web server. My ISP is good. Other sites come up fine*

It's not my line of even my provider. Most other sites I visit come up really quick.
It's just my web server that is VERY slow.

The colder a server is, usually the faster it runs.

I use b***H*** on a shared account. It's not the best in the word anyways. In the last few minutes it's starting to come back up to what I'm used too.
