Where are infraction templates stored?

Hello, when i try to give an infraction for spammed advertisement in my new forum, i see empty message field which is sent to a member. I know big forums has complex message which is sent to a member. They must have some kind of infraction templates and im curious where i can add them so i dont need to copy&paste.
