How to add one sticky topic to more forums?

Hello, i created one sticky topic with forum rules, can i add it to like 8 choosen forums as a first sticky thread without creating multiple threads?

Nope, that is not a feature in vBulletin. Only way to do so is re post the thread in every forum you want it to show in.
