how to ensure that a user post at the correct forum

We have many threads posted at wrong places. We wanted that as in digitalpoint.com forum, a user should click that 'Yes, this is the correction section he is posting the topic' even before he is allowed to post the topic subject.

ANy script which can do that

Digitalpoint uses a custom mod that's not available here
