Just noticed that new threads are NOT showing in forum

... but they do in the New Post column. So basically, when a new post/thread has been submitted it does not appear when you go back into the forum, but does in the New Post column.... Why would this be????

Example? Also, did you disable your plugins and see if this was still true?

if you got the site XXXXXXX you will see that I created a new thread in the general discussion forum which APPEARS in the New Post column on the index. However, if you go directly into the forum it is no where to be seen...

You have the forum set to sort threads via Thread Title. If you change it to Last Post Time > Descending, then it shows. You can set that in Forum Manager > edit forum.
