improving first byte on cms

Not sure why but I have always noticed it takes longer on the CMS to load the first byte. When I run test at webpagetest.org I either get an A or F on first byte and when I load the cms page it takes a few seconds for the white screen to go away. Not sure if this is because it goes from index.php to content.php.

Is anyone else having this issue?
