Advanced Buttons Faded

I have a user reporting a problem where the advanced buttons for added tags are faded out. See attached.

I can't duplicate this myself so not sure what the issue could be.

The templates and php files have not been modified.

The user is running IE9 on Vista.

Are there any known bugs for certain system configurations or is there some setting I need to look at?
