Config file missing?
 
I cannot find this file in the files that were downloaded and extracted:
However, before you upload the files you must make some changes to the vBulletin configuration files. The first file is located in the upload folder itself and is called *config.php.bkp.*
The tutorial image shows version 5 and I have 4.2.1 --- could this be the issue? The second file mentioned was in the includes folder and I was able to change it.

There is no presentation config.php file in 4.2.1. There is only a config.php file in the /includes directory for 4.2.1.
