Vbulletin Suite on two domains for testing

I've been using VBulletin Suite on my site (i.e. prodsite.com) and looking for a tutorial on how to create a testing site on a separate domain (i.e. stagesite.com). So far I found instructions on making a sub-folder for a testing site. That doesn't help us using CMS functions.

Do I have to get two licenses to do this?

U can make a test site on the one domain

You can have a test site on the same domain, as long as you have it on .htaccess so that only you and your admin can work on it, without another license.
