Is the EU Cookie law Dead ?

I am unsure whether the EU cookie law is still going to happen ?

It's basically dead. ICO moved their own website to an implied consent model, which is basically what we've all been doing (EU or not) anyway.

It's not technically "dead", but it may as well be.
