What is "vBulletin API" used for?

What is "vBulletin API" used for and how can I use it? or, is it just there for developers?

The vBulletin API is used for external products that need to bridge to vb forums/suite. The mobile product for example. So yes, it is really only there for developers.

As an example: I have used the API, even extended it, for a specific tablet application at my work place.
