How add tooltip to menu tab links?

Hi,

Non-techie, so any coding tips should be "monkey see, monkey do" and very basic. Thanks!

How can I add tooltips to the tabs on my menu bar? I notice there is already a "sort of tooltip" that pops down at the bottom of the screen showing the URL of the link.
