Its a plugin - awards system

The admin user is someone else I do not want him to control all plugins but just this one but when he goes to those options it shows

you can't.. admin have full access all the time, not just access to a part of it.

ACP -> Usergroups -> Administrator Permissions

Select the admin you want, click "Edit Permissions", see if you can find "Can Administer Award System", and set it to "No".

If not, then the plugin isn't part of the permissions hierarchy. You might try searching through the code to see how you can add this conditional to the plugin permissions.
