I find it ridiculous that its not in built..
Is there a mod that can do the work?

No real need. Spell check is built into most browsers.

really where is spell check in Microsoft Explorer 10
that I can use to check the spelling in a forum post before saving

Use a modern browser: Chrome, Firefox, and IE10 all have spellcheckers built in.
