New user Spam Registration with ICQ

How to moderate new Users that fill in the ICQ field when registering so that it could be placed in a restricted usergroup, that causes their posts to be moderated.

Every spam registration on my forum has ICQ filed filled. Is there anyway to moderate any user to fill the icq filled?
