Hello
im asking for a medal mod
will i can give someone medals
i know in VbExperiance have medal mod but i dont want the oter mods

if someone have mods i will be happy

How about Yet Another Awards System? Its an award/medal mod for vb 3.8.

I may have linked to the wrong version, but if you had checked their profile, you would have seen that they also make a 3.x version. And it's supported. And it doesn't have "other mods" as you suggested. It's an activity modification that will let you add rewards, trophies or whatever want to call them, based on specified activity, or manually. It's precisely what you're asking for.
