How do i add this to BBCode


Example:
https://vborg.vbsupport.ru/external/2013/01/36.png

It should come with your vBulletin. If not, go to the custom BBCode Manager and make a new code with these settings:

Title: Hyperlink
BBCode Name: url
Replacement: <a href="{option}">{param}</a>
Example: text
Description: Link text
Use Option?: Yes

The rest is up to you.

Says there is a duplicate but when i try to use it , it doesnt work

I have same problem.
if the bbcode is already in vbulletin then why doesn't it appear among the various button when you are posting or replying ? A novice user won't know to put the link with the tag. It appears in the older version i have. The one that doesn't have it is VB 4.2.1
