Encoding to display Korean?

Ok so I have this javascript. It suppose to print out korean but however, it doesn't. Instead I get jibberish like ë¦¬ë¦¬ë°ë¹ì¡´ë§
How can I fix this?

Have you edited Language Manager -> [Edit Settings] -> HTML Character Set to utf-8?
