Bar at Top for VB

Hello,

I remember when I visit a forum long time ago there have a bar at top (statics bar). Now I want to have the same thing on my board so I search around VB.org plugin but no luck. :(

It's the same features as this wordpress plugin: http://codecanyon.net/item/attention...ur-site/242027

Could someone guide me how to do it, or the name of the plugin?
