You can accomplish that by replacing your doc_background in your style manager one of two ways:

1. replace the current image with your own

2. add a 2nd image and just replace the image path

You can also add banners to your forums sides using my mod and have them rotate:

You have 2 boxes when you click on doc_bacground one for the background color and the other below it for your image.

You can use a png, jpg, jpeg or gif.

Since you want it fixed you will use this:

url(http://www.yourdomain.com/forums/images/your_image.jpg) fixed

you can upload your image using ftp to what ever directory you want though, but make sure you add fixed to the end of it.
