Friendly urls - UTF-8 conversion does not work

Hello,

Russian characters in the URL does not appear.

Topic title is this: мое имя выцветанию alou
URL: sitename.com/category-name/16-alou

URL should be:

URL: sitename.com/category-name/16-my-name-is-solan-alou

As you can see Russian characters not converting UTF8. Change the php code to solve this problem?

Note: I'm sorry, I do not know İngilizce language very well..
