How do I display stripped tags?

Rather than (or in addition to) the tags box being displayed at the bottom of each thread, how do I strip the tags and have them display as separated values.. maybe with a comma? I don't want any html markup (hyperlinking), just the text.

Example:

Tags in this thread: tag1, tag2, tag3
