install Urdu language solution

In order to install Urdu language this attachmint file to forum 4.0.3., But instead of installing all the Urdu word became a question marks. Whom I have Removed Urdu language., But there are still question marks.I did upgrade the forum, but still did not solve the problem، you can view the screen shorts., please be informed that any solution. whether it be alright again.thanks in advance
