I have purchased the "publishers suite" and I know it comes with blogs for VB 4.X, but is there a way to apply that to VB 3.8.x or is this no longer possible?

The Publishing Suite only comes with a blog that works with vB4. You do not get access to a vB3 Blog when you purchase the Publishing Suite.

vBulletin used to sell a vB3 Blog, but they do not sell it any longer.
