Need help finding a mod

Geez, I just cannot seem to find this particular mod that has alluded me.

Basically the mod is a mix between Force User to read a Thread and a countdown timer.

I've seen this done many times on other boards. Making users read the rules or something while a clock ticks down before you can proceed.

Any idea's?
