My forum is telling everyone banned

Hey this forum is still being developed and it is telling everyone they are banned

Check the permissions and make sure that the This Usergroup is not a 'Banned' Group setting is not set to No. It should be set to Yes.

go to user groups and edit guests/unregistered users and the part that says is group banned put no as the option this is from the top of my head not sure of the option or what it says something like this look and you will see

some how the unregistered user group got banned -_- anyway to restore it
