My vbulletin version 3.8.7 PL3 and bug occured when internet explorer using.

Bug occured when quick editing the message text box become empty.

How do I solve this bug?

Wnich version of php are you running? There was a problem with blank messages a while back, and it has to do with the version of a specific library that comes with php.
