Change cms Promote post as article default values

Hi all,
I like to change default value for "Promote post as article" ref
in this way:
Keep Original Thread (Default = Yes)
Move to Comments Forum (Default = No)
All Comments (Default = Yes)
I know taht I've to modify vbcms_edit_publisher template, I tried dozen times but no success, someone can help me?

I've searched everywhere and I can't find info on this either....other than having to manually go into the DB and make the changes.

It would be nice if a modder were to make an options page to set the default options for the CMS.
