External Files Problem

i'm trying to get an external file to make as a header to work as a plugin but vb 4 is a little different.

in that $includedhtml = implode('', file('path/to/this/file/myfile.html')); is not working for global_start / other global hooks to show on header template this used to work in vB 3.x
