May want to read these
https://www.vbulletin.com/forum/show...rs-replacement

I don't speak or understand arabic so I don't know what your forum or that URL means, hopefully these 2 thread urls I posted (if read carefully) should help.

I did a search and found that only certain characters are allowed in a url without being encoded - a-z, A-Z, 0-9, and some punctuation. So unfortunately is seems that unencoded arabic characters are not allowed.

Edit: ...however, there's also something called an IRI that does allow other characters, but I don't really understand it.

In the adminCP settings, under "Friendly URLs", set URL Type to "Standard URLs".
