NavBar won't Highlight

I understand this was a big problem with 4.2.x that has many threads. I've read over many of those threads and it is saying to edit code for Navbar: Insert CMS NavBar Entry Plugin

But I dont have that plugin and cannot seem to find it.

Is someone willing to help VIA skype Sharescreen?
